Can a 440 volt single phase device be made to run on 220 volt single phase? Not directly. You could use a 220V - 440V transformer to boost the voltage up to 440.
Your computer does not, from a certain point of view, run on either 110V or 220V A/C power. The internal components run on DC power— fans and disk drives at +12V, the memory and processors at +3.3V, and so forth. Your computer has a power supply unit which converts the power from the mains to power that the components can use.

Just ensure that the transformer VA rating matches or exceeds that which is replacing - and given that the original burnt out "exceeds" would be better.
It doesn’t work with 220v without a voltage converter. A few users have tried it and reported that the cooker works well, in UK, Italy, Australia and Malaysia with a proper voltage converter that is able to accommodate up to 1500 Watts. There you go - get one of those, or a new 220v Instant Pot.
